The Economic Security Council of Ukraine, in collaboration with the Commission on Legislative Monitoring and Rulemaking of the Public Anti-Corruption Council under the Ministry of Defense of Ukraine, has prepared an analytical report titled "The System of State Quality Assurance of Defense Goods, Works, and Services," approved by the NACP. One of the authors, Yuriy Moroz, is an expert in the Defense Procurement Reform Project supported by the UK Special Adviser on Defense.
The report outlines the establishment of an authorized body for state quality assurance of defense goods, works, and services, emphasizing principles of independence, transparency, and anti-corruption. The analysis includes a review of national and international legislation, including that of NATO member states, regarding quality assurance. The report identifies challenges in implementing the new system in Ukraine, proposing solutions related to the body's tasks, functions, management, and funding sources.
