Journalists identified 40 Chinese military personnel and representatives of arms manufacturers who secretly visited Russia during its war with Ukraine to negotiate purchases of Russian weaponry. The agreements are set to provide sanctioned Russian arms manufacturers with revenue from the export of their weaponry to China.
