The Economic Security Council of Ukraine is launching a list of entities that, according to our research, support the Russian industrial complex and are not yet subject to sanctions.
This list will serve as an effective tool for journalists, civil society organizations, analytical centers, and all those working to expose sanctions evasion schemes. We urge you to use this data for your investigations and materials to draw international attention to companies that, knowingly or unknowingly, supply Russia with critically important goods and technologies.
The list will be regularly updated and supplemented with new data. We continue to analyze supplies, identify new supply chains, and publish information about companies that contribute to Russia’s war machine.

In 2023 and at the beginning of 2024, the company imported chromium compounds produced in China and the USA from Bulgaria to the Russian Federation. From 01.01.2023 to 31.07.2024, the company imported chromium oxides and hydroxides (chromium compounds used for alloying steel and obtaining pure chromium) worth USD 4 million.
"Novotroitsk Chromium Compounds Plant" (TIN: 5607002135)
In 2023, the plant imported equipment and components from Chinese manufacturers worth over USD 2.6 million into the Russian Federation and exported its own chrome products to foreign companies (in particular, the Swiss company Alomet SA via the Netherlands and Spain) for a total value exceeding USD 66.1 million.

In 2023 and nine months of 2024 the company imported ammonium perchlorate and sodium chlorate worth over USD 13,4 million.
In 2024, Pioneer Trade LLC supplied products to companies that acted as suppliers for the manufacturers of the Iskander missile. According to the data seen by Economic Security Council of Ukraine (ESCU), Pioneer Trade LLC supplied products to manufacturers of the Iskander missile through its clients, in particular:
RUB 208 thousand to Khimreaktiv JSC, which supplied products worth RUB 5 million to Gosniimash JSC - manufacturer of the cluster warhead for the Iskander missile;
RUB 994 thousand to Base №1 Khimreaktiv, which supplied products worth RUB 480 thousand to KBM JSC – developer of the Iskander missile;
RUB 525 thousand to Transkemikl-Express JSC RUB 69 thousand to KBM JSC – developer of the Iskander missile;
RUB 3,6 million to SRE Qualitet LLC, which supplied products worth RUB 5,4 million to Votkinsky Plant – the plant assembling the Iskander missile;
RUB 80 million to FSUE Technolog Special Design and Technological Bureau (specializing in producing explosives, the main applications for the polymers produced by the company are rocketry, aviation, and shipbuilding), which supplied products worth RUB 1,9 million to Votkinsky Plant – the plant assembling the Iskander missile;
RUB 140 thousand to Profkholod LLC, which supplied products worth RUB 35 thousand to Votkinsky Plant – the plant assembling the Iskander missile;
RUB 4,4 million to Aqua-Kemical LLC, which supplied products worth RUB 35 thousand to Votkinsky Plant – the plant assembling the Iskander missile.
JSC “NPO Stekloplastik” (TIN: 5044000039)
"NPO Stekloplastik" is an importer of winding machines essential for the stretching and handling of all composite materials in 2023 and 2024. In 2023, NPO Stekloplastic JSC imported 24 machines valued at USD 1,1 million. In 2024, the company imported for the sum of USD 78 thousand machines. Fibre winding machines - equipment for the production of carbon fibre.
According to the data seen by Economic Security Council of Ukraine (ESCU), in 2024 (first three quarters of 2024), NPO Stekloplastic JSC had a unique role, supplying products worth over 1,5 billion to 27 military-industrial complex plants. Among their key contracts, they supplied directly to Iskander production facilities, including Votkinsky Zavod JSC for RUB 61 million (the plant assembling the Iskander missile), NPK KBM JSC for RUB 1 million (the developer of the Iskander missile), and Perm Machine-Building Plant JSC for RUB 68 million (a manufacturer of solid rocket engines).
In addition, NPO Stekloplastic JSC supplied products to many other military-industrial complex plants. For example, PA Strela JSC which is a manufacturer of Onyx anti-ship missiles, MMZ Avangard JSC, which is a manufacturer of S-300 and S-400 anti-aircraft missile systems and TSNIRTI JSC, named after Academician A.I. Berg, which produces radar equipment for artillery and ballistic missiles.
It is also worth noting that NPO Stekloplastic JSC's customers supplied the main enterprises producing the Iskander missile, namely NPO KBM and Gosniimash (manufacturer of the Iskander missile cassette part). For example, over 30 customers including such companies as All-russian Scientific Research Institute of Aviation Materials, Academician A.I. Berg Central Research Radio-Technical Institute JSC, JSC, Shipyard Vympel JSC, Krasmash JSC who purchased products from NPO Stekloplastic JSC were then supplied products for RUB 93,1 billion to NPO KBM. The other 13 customers including such companies as PA Strela JSC, Tactical Missile Defense Corporation, Experimental Design Bureau Novator also supplied products for 6,3 billion to Gosniimash. One of these clients is Tactical Missile Defense Corporation, a manufacturer of all types of missiles.
LLC "Kamensky Plant Polymer" (TIN: 6147037307)
Kamensky Plant Polymer LLC imported vacuum molding machines in 2023 and 2024. The company imported a total of four vacuum-forming machines worth more than USD 638 thousand. Vacuum forming machines are equipment associated with the production of carbon fibre.
In the first 3 quarters of 2024 Kamensky Plant Polymer LLC supplied products worth over RUB 1.3 million to the Russian company Stupinskaya Metallurgical Company (production of heat-resistant nickel, titanium alloys and special steels) which in turn supplied products to the Votkinsky Plant (plant assembling the Iskander missile, manufacturer of Topol, Topol-M, RS-24 Yars intercontinental ballistic missiles, Oreshnik intermediate-range ballistic missiles).

In the first 3 quarters, the company supplied products to Instrument Bearing Plant LLC, Special Design Bureau For The Cable Industry JSC, Dubna Cable Plant JSC, which in turn supplied products to KBM JSC, the developer of the Iskander missile; Khimreaktiv JSC, which supplied products to Gosniimash JSC, the manufacturer of the cluster warhead for the Iskander missile; Kamensk-uralsky Non-ferrous Metal Processing Plant JSC, Special Design Bureau For The Cable Industry JSC, Electrocable Kolchuginsky Plant JSC, which supplied products to Votkinsky Plant - the plant assembling the Iskander missile.
Also Scientific and production enterprise ‘Crystal LTD’ supplied products to military plants, such as JSC Bryansk Chemical Plant named after the 50th Anniversary of the USSR (produces ammunition for Grad, Tornado and Smerch MLRSs), for RUB 1.5 million.
LLC “MSD Cemicals" (TIN: 7719434874)
In 2023 and nine months of 2024, prominent importers included MSD Chemicals LLC, which imported 15 metric tons of urotropine (HMTA) for more than USD 27 thousand. In the first 3 quarters of 2024, MSD Chemicals LLC supplied products to the Research Institute of Chemical Current Sources for significant amounts. Notable recipients include NPP Krasnoznamyonets JSC, which received supplies worth RUB 9,8 million, and Khimreaktiv JSC, which accounted for RUB 5,1 million. Other customers include Ecos-1 JSC (RUB 2,9 million) and Vitareactiv LLC (RUB 209 thousand). These transactions demonstrate the importer’s active engagement with entities directly tied to industrial production for defense purposes. The company has ties with the Russian military-industrial complex, in particular with the manufacturers of Iskanders through its clients. In the first 3 quarters of 2024 such clients of the MSD Chemicals as Energia PJSC, Research Institute of Chemical Current Sources, Сomponent Reactive LLC, FSUE Technolog Special Design and Technological Bureau, Chlorenkhima LLC, ECOS-1 JSC supplied products to Votkinsky Plant JSC – the plant assembling the Iskander missile.
