Ilona Khmeleva, Secretary of the Economic Security Council of Ukraine (ESCU), has joined The George Washington University Elliott School of International Affairs as a Non-Resident Fellow.
Her research will focus on cyber diplomacy: developing international legal solutions for cyber warfare, strengthening democracies through cyber sanctions and export controls, and ensuring the protection of human rights through international cyber regulations.
“Ukraine has a unique experience of countering cybercrimes while facing Russia’s full-scale armed invasion. We are able not only to model hypothetical scenarios but also to take into account all existing acts of aggression in order to minimize the ‘blind spots’ in future legal solutions. I look forward to working on these issues and sharing expertise with the world’s leading scholars.”
